Judy A. Benjamin is the senior technical adviser for the Women"s Commission for Refugee Women and Children. She provides expert consultation to NGOs, UN and government agencies on the impact of war on women. Her contributions to mainstreaming gender in international assistance include a gender review of the SPHERE Project Humanitarian Charter and Minimum Standards in Disaster Response, and participation in a review of the Guiding Principles on Internal Displacement to ensure appropriate gender language. She researched and wrote the Gender Dimensions of Internal Displacement with Khadjia Fancy for a joint UNICEF/Women"s Commission endeavor. She contributed to the development of the first edition of the UNHCR Field Manual for Reproductive Health. She is a Ph.D. candidate at Binghamton University. Her work in Afghanistan began early 1997, when she provided technical gender advice to NGOs operating in Afghanistan.
