Fred H. Cate is an associate professor of law and faculty advisor to the Federal Communications Law Journal, at the Indiana University School of Law, Bloomington. He is also senior fellow of the Annenberg Washington Program in Communication Policy Studies. He edited International Disaster Communications: Harnessing the Power of Communications to Avert Disasters and Save Lives (Washington, D.C., 1994), and is the author of Media, Disaster Relief and Images of the Developing World (Washington, D.C., 1994).
