Roberta Cohen is a guest scholar at the Brookings Institution, serves as co-director of its Project on internal displacement, and is co-author with Francis M. Deng of Masses in Flight: The Global Crisis of Internal Displacement (Brookings, 1998). She has worked as a consultant to governments, international organizations and NGOs on human rights, humanitarian and refugee issues, and is a former deputy assistant secretary of state for human rights and senior adviser to the U.S. Delegation to the UN.
