Francis M. Deng is a senior fellow in the Foreign Policy Studies Program at the Brookings Institution. Since 1992, he has been representative of the United Nations secretary-general on internally displaced persons. He previously served as the Sudan's minister of state for foreign affairs and as its ambassador to Canada, the United States, and Scandinavia. His most recent books include War of Visions: Conflict of Identities in the Sudan (Brookings, 1996) and Masses in Flight: The Global Crisis of Internal Displacement , co-author with Roberta Cohen (Brookings, 1998).
