Philipe Guillot is a lecturer at the University of Rouen's Faculty of Law. He has a Masters Degree in International Conflict Analysis from the University of Kent at Canterbury and a doctorate (Doctor Juris Communitatis Europae) from the University of Rouen. Since completing military service in the UN Interim Force in Lebanon (UNIFIL) in 1985, he has specialized in peacekeeping studies and in international humanitarian law. He has monitored developments in Rwanda and Burundi since 1988. He is currently Secretary-General of the International Association of Soldiers for Peace.
