John MacKinlay is United Kingdom professor at the Marshall Centre and from 1992 to 1994 was visiting research fellow at the Thomas J. Watson Jr. Institute for International Studies and director of the Second Generation Multinational Forces Project. He is a retired lieutenant colonel in the British Army, and his research has focused on the military aspects of peacekeeping and observation. He is the author of The Peacekeepers and coauthor of A Draft Concept of Second Generation Multinational Operations.
